The object of the game is to be the first player to defeat or pay off the pirate king. In the dozen or so times I've played, nobody has ever reached the payoff amount, and the game has always ended with someone taking their chances in battle.
The game board reminds me a lot of monopoly. The players move in a clockwise square around the edge, collecting crew cards that are grouped into different locations. Some of the crew cards improve your fighting ability, some allow you to collect gold from other players, and some do both. Other spots on the board force you to do battle with other pirates and monsters (and sometimes other players), collect treasures, or pay penalties.
Each player controls two characters - a naval officer and a pirate. Each turn, the player moves one (or sometimes both) of the characters around the board, collecting crew cards, gold, and treasure. The strategy of the game is really just the classic "guns vs. butter" economics dilemma. If you focus entirely on fighting ability, you'll run out of gold; if you focus entirely on gold, you'll win very few battles. The same rule applies when focusing on one character over another.
The luck of the dice plays a significant part in winning the game. Moving your players around the board is determined by a dice roll. All battles are a combination of fighting ability plus a dice roll. Ultimately, the strongest or richest player doesn't always win. The winner is often the first competitive player to get a good roll against the pirate king. While this isn't necessarily a "fair" end to the game, it definitely keeps things interesting.
All in all, Sword & Skull is great for casual gamers with a fondness for pirates and an hour to spare.
